SR. HJ. MAHZAN BIN HJ MAHBOB (M.I.S.M) is a highly experienced construction and contract management specialist with over four decades of comprehensive experience in Malaysia’s public and private construction sectors. His career reflects a strong foundation in government infrastructure development, leadership in project and contract administration, and extensive advisory involvement in construction dispute resolution and arbitration matters. He began his professional career with the Jabatan Kerja Raya Malaysia (JKR) at its Kuala Lumpur Headquarters in 1979, where he was exposed to public sector project administration and technical coordination at the federal level. He subsequently served in JKR Unit FELDA and later with JKR Pahang, gaining hands-on experience in infrastructure development and state-level project execution. From 1990 to 1993, he served with the Ministry of Works (Kementerian Kerja Raya), Pahang Branch, Kuantan, as Head of the Contract & Maintenance Unit. In this capacity, he led contract administration, supervised procurement and compliance matters, and managed contractor performance across various public infrastructure projects. He was later appointed Deputy Director of JKR Unit FELDA Pahang, where he oversaw infrastructure development for FELDA settlements, managed technical teams, and ensured adherence to governmental standards and regulatory requirements. Transitioning into the private sector, he served as Senior Project Manager at Total Project Management, JCorp, where he led large-scale development projects and oversaw cost control, contractual administration, and stakeholder coordination. He later became Partner at Prokos Consult Sdn Bhd and subsequently JB Bergabung Sdn Bhd, providing professional quantity surveying consultancy services, cost planning, contract advisory, and dispute support for major commercial and development projects in Kuala Lumpur and Johor Bahru. Between 2017 and 2021, he served as Technical Advisor to MRQS Sdn Bhd, Johor Bahru, specialising in contractual advisory, claims evaluation, and dispute resolution support. From 2019 to 2024, he has been actively appointed as Technical & Contractual Advisor to several construction and technical-related companies, providing expert input in project management oversight, construction claims, and dispute management. His professional involvement includes matters related to the Asian International Arbitration Centre (AIAC) and proceedings at the High Court, reflecting his depth of expertise in construction arbitration and contractual disputes. In addition to his industry roles, he has been actively involved in training and knowledge dissemination since 1987, delivering lectures and technical programmes organised by Kementerian Kerja Raya, JKR Negeri, PKK, Construction Industry Development Board Malaysia (CIDB), and various contractor development initiatives. His lectures focus on contract administration, construction management, project cost control, and dispute management. Throughout his career, he has been involved in numerous significant projects, including the Pembangunan Kawasan Perumahan Kapar (Selangor), Pembangunan Tanjung Langsat, Ibu Pejabat Majlis Perbandaran Pasir Gudang, and Menara Pejabat Majlis Perbandaran Kulai, among various government and private infrastructure developments. With extensive experience spanning government leadership, consultancy partnership, project management, and dispute advisory, SR.
